Project Description

The Toowoomba Region Sports Precinct (TRSP) offers an opportunity to profoundly influence the future sporting endeavours of the Toowoomba and Darling Downs Region.  It recognises Toowoomba as a major regional centre within South East Queensland and will play a critical role in servicing local and regional sporting needs and attracting major sporting and cultural events, that promote the social and economic well-being of the wider region.

Otium team members first led a consortium of multi-disciplined, specialist consultants in 2015 to develop a Master Plan for the site (then known as “Charlton Sports Precinct”).

Otium Planning Group was engaged in 2020 to assist the Toowoomba Regional Council (Council) to further progress the project.  Otium activated our skills in Project Management; Needs Analysis; Operational Modelling & Sports Planning to lead a highly specialised team of consultants to prepare an all-inclusive Detailed Business Case and Detailed Concept for the TRSP.  This included consideration of indoor and outdoor sports, an aquatic centre, water play parks, recreational nodes, health and fitness, wellness and a regional stadium.

The project involved the integration of distinct expertise across a wide range of disciplines, including but not limited to; Project Management, Sports Planning, Economics, Landscape Architecture/ Architecture, Civil Engineering/ Traffic Engineering/ Hydrology/ Hydraulics Engineering/ Environmental Engineering, Quantity Surveying/ Cost Planning and Town Planning/ Access Consulting.

Since the preparation of the Business Case and Master Plan, Council has endorsed both documents, paving the way for the project to proceed to the detailed design stage.  As of January 2022, the project is now seeking development approval through a Local Government Infrastructure Designation to enable future development at the site.  Funding for early works at the site has been approved.  Stage one will involve the construction of rectangular fields, a supporting clubhouse with car parking and an access road.
