Project Description
Federation Council is the Committee of Management for a large parcel of riverfront Crown Land known as ‘Ball Park’ in Corowa, which is classified as recreational land and has operated as the Ball Park Caravan Park for several decades.
The existing lease will end in June 2018 and the optimal use of this land, and adjacent Corowa Swimming Pool, required review to guide a future combined area Master Plan.
Otium Planning Group (OPG) was appointed by Federation Council to review the existing facilities, and to provide Council with clear direction in respect to the future development of the two Council owned facilities. Council also wished to utilise the future combined lease of the Caravan Park and Swimming Pool as an economic level to grow overnight visitation within the region.
In its review of the facilities, OPG identified opportunities and recommendations for future development and management options including:
- Better link the caravan and swim centre facilities, previously jointly managed with a new central administration area.
- Redevelopment of the Caravan Park to increase the number of cabins and sites available, to increase park occupancy and revenue.
- To assist with proposed facility improvement funding, it was recommended to change the traditional lease management model to a new longer term partnership business management and investment model.
- Development of a facility improvement and management funding strategy to assist in funding proposed improvements.
- Development of a joint facility improvement implementation plan.
