Project Description
Our team prepared a detailed business case for the new Blackwater Aquatic Centre for Central Highlands Regional Council. The business case formed part of a successful funding application that received $6.25 million under the Federal Government’s National Stronger Regions Fund.
The new Blackwater Aquatic Centre is an inclusive ‘contemporary aquatic facility’ with a variety of water spaces and support facilities that service the needs of the local community.
Detailed analysis was undertaken on:
- Catchment;
- Facility mix and design;
- Benchmarking;
- Operating projections, including whole-of-life costs and staffing model;
- Management considerations; and
- Community benefits relating to economic, community disadvantage, partnerships, sustainability, and implications of non-development.
